Thanks for reaching out here. Error code 130 is an overcapacity error. This corresponds with HTTP 503. Meaning that Twitter is temporarily overcapacity. These tend to be intermittent, but the fact that this is often happening for you may indicate some bigger issue.

Hi! I also have persistent 503 issues. I am using full archive search and set a wait time between requests 4 seconds and set another 60 second wait time between retries if I encounter 500 or 503, but it can go over for hours without returning any results. Can you suggest any ways that it can be resolved? Thanks!

I have an Academic API access and set up a 4-second wait between the requests and a 60-second wait if I get code error 500 or 503 (which I mostly get 503, but occasionally get 500 as well). I do not get a 429 error so I think a 4-second wait is sufficient to comply with the rate limits.
